Željko Milutinović is a seasoned mechanical engineer with over 25 years of experience in capital construction, energy infrastructure, and large-scale industrial projects across Serbia, the region, and the Russian Federation. He was appointed Deputy Director of the Energy and Construction Department at DECO Engineering, responsible for Energy Department in 2025, following a distinguished international career as General Manager, Project Manager, and Head of Construction and Capital Investments in leading energy and oil & gas organizations.
Throughout his career, Željko has overseen the development, execution, and supervision of high-complexity projects, including combined-cycle power plants, refinery modernization initiatives, and major transmission-line and substation facilities. He has managed multidisciplinary teams, coordinated engineering, procurement, and construction activities, negotiated project variations, and ensured full compliance with technical regulations, safety standards, and investor requirements.
Before joining DECO, he served as General Manager in an international engineering environment and previously spent five years in a senior leadership position within a major energy group, where he oversaw the capital construction portfolio in the refinery sector.
Earlier in his career, he managed key development initiatives and complex infrastructure reconstruction projects. Prior to that, he spent a decade in Russia delivering large-scale oil-storage, pipeline, and energy-distribution projects, progressing from Project Manager to Deputy Director in leading engineering and construction firms.
Željko holds dual degrees in Mechanical Engineering and Aeronautical Engineering, alongside military training in airborne weapons and navigation systems. A former Lieutenant of the Air Force and Air Defence, he brings discipline, leadership, and operational excellence to every project. He is fluent in Russian and English and skilled in MS Project, AutoCAD, SAP, and advanced engineering software.
